Denmark has transitioned to a comprehensive Extended Producer Responsibility (EPR) framework, moving away from its previous weight-based tax system. With legal obligations beginning from 1st July 2025, all companies defined as "producers" must register and report.
This system is governed by three main organisational levels. At the top, the Danish Environmental Protection Agency (Miljøstyrelsen) sets policy and serves as the ultimate regulator. Dansk Producentansvar (DPA) acts as the regulatory authority overseeing compliance and the functioning of the system. Operational implementation is handled by Producer Responsibility Organisations (PROs), such as VANA.
A central feature of the Danish system is the implementation of eco-modulation, where packaging is categorised into Green, Yellow, or Red levels. "Green" designs receive fee discounts, while "Red" designs—or those with insufficient documentation—incur a significant surcharge.

Heuristics
Rather than having to individually fill out missing data, use logic based heuristics to populate missing data fields.
For example, apply a logic that all packaging from brands A, B, C are coloured, and those from brands D, E, F are opaque.
